why can my neighbor in Stonewall, Man. get high speed internet and I can't??

I can certainly look into this for you, There are a few things that may be causing this issue for you.

The MTS lines that service your area are responsible for providing you with services and are setup in a spiral, as they do not run up and down a street. So a Neighbor across the street can be on a completely different line or have service provided to them form a completely different switching centre. Not all switching centres or facilities may be upgraded to enable all services, due to age, or the number of lines running out of that facility, or just the way it was setup years ago. (As Internet is still a fairly new service as compared to 100+ year old telephone centres). 

Another factor may be that the line that runs to your home is too far from the facility and that the Internet may be available at your neighbor who is closer, but because the quality of the service would be poor or simply beyond scope, it is made unavailable.

I always recommend emailing or contacting MTS directly though as we can place you on a Fion Internet List, which allows us to track interest in the new Fion network. With this new network we can look into improved Internet service, home phone service, and eventually MTS Ultimate TV service. While we know Manitoba wants Internet service, not everyone does, and tracking Interest helps with planning based on demand.
