What is going on with MTS internet?

For the past few weeks, I've been getting really severe lag, and it's not me, it's coming from MTS.

Through tracert, it shows that through the ISP networks, I'm receiving pings from 500 ms to 1000ms.

"Fast and reliable internet."
All I've been getting is slow and unreliable internet, that I cant even watch a video on youtube thats in 240p.

The reason I know that it's not my router that is the issue is the link I provided below, which is a screenshot of the routers the packets travel through, using the tracert command.

Although this is more of a frustrated, complaint post, all I would really like to know is, what is going on? I'm pretty sure no one would be satisfied with paying money for their internet when they're getting this much lag from their ISP's end.

Hey I Just Like To Game
Sorry to hear your having so many issues.  I'm certain this is something we can help figure out with you.  There are several factors that can cause an issue like this to occur, from equipment, to server or gateway issues.  The image you provided certainly indicates the the biggest lag starts very close to home and continues to be just as bad as it goes outward.  There are many questions we would have to investigate to try and pinpoint the cause, things like what kind of setup do you have in the home, what kind of equipment or router do you have connected, how many computers you have in the home and what else is running.  Honestly your best bet is to give our technical support group a call.  They can be reached 24/7 at 204-225-5687 and they can not only get the answers from the questions above but can take a look at the equipment signal remotely and see if there is anything funny going.  I hope you can get this resolved, I can certainly relate to the frustration of severe lag when all you wanna do is game.
