A personal mobile hotspot gives you internet access anywhere you have a wireless signal on your smartphone. This allows you to get online without having to search for a Wi-Fi connection.

You can use your smartphone to create your own personal mobile hotspot, so you can browse the internet anytime, from any Wi-Fi enabled device.

When you activate the personal mobile hotspot function on your smartphone, it provides wireless internet access for your other devices. If you have a tablet, handheld gaming system, or even a laptop – you can connect them to this hotspot by Bluetooth, Wi-Fi, or USB cable.

You just have to check your plan as not all plans allow tethering to set up a hot spot.

I looked at MTS My Account and found that  I am under plan ID  1-93GCOP  and checking that plan I find I can't tether.
