That would be the first I've heard of a small community getting it. I think they usually went from ADSL to FiON. VDSL (now VDSL2) only seemed to be in large urban centres, when they rolled out the curbside cabinets (FTTN) in the early 2000's. But I could be wrong :)

VDSL was principal used as the network transport for IPTV services. Pretty sure MTS has stopped investment in VDSL gear which is why all new neighborhoods have been FiON. Just a guess nut the cost to upgrade to VDSL or FiON is likely very close.
All that said, short of having a network that was essentially VDSL ready and having network gear that could be repurposed from a different site this seems unlikely.
