Three+ weeks of landline issues and no ETR

For over three weeks I have had problems with my landline. Some incoming calls ring once and stop. I see no callerid so I have no idea who was calling me. A friend tried 4 times today to call both on his MTS landline and his Telus cellphone and could not get through to me. I reported this problem back on Nov 4th and all I have been getting from MTS is excuses and no estimate for the repair. They apparently know where the problem is but they need special equipment which they only have limited number of.

I seriously looking at moving my service over to a competitor as I have had problems after problems with the landline here with MTS. Huge static issues to  even lack of a phone and internet for several days on end.

Wire-watch is a good value but it is focused more on the inside wiring - I suspect this issue is within our outside cables.
