Hi Valerie,
That message can be deceiving sometimes.  There is roaming within Canada, and there is Roaming outside of Canada.  Within Canada you wouldn't pay roaming fees, and the device itself wouldn't recognize it as actual roaming since you are in the same country.  You would only be limited by the available data on your plan for roaming outside of Manitoba.  If you are traveling outside of the country then you should not be able to incur any charges without accepting them first, having roaming turned off is a great step, an additional step that helps (and what I do myself) is turn data off entirely.  So as you can see, depending on where you are will change how the usage is managed.  I hope this helps clarify it.

I thought if the phone couldn't find your default network provider (aka MTS) it would activate roaming status on the phone even in the same country. That said, with new extended network agreements that might have changed.

Jeremy, could they be close the US border and have a background app picking up a US providers signal?

I know that I use that have that happen when I was down visiting relatives on HWY 12 near the US border. until I started doing like you and turning roaming and data off.

You are correct Clifford, that is certainly a possibility.  If that was the case however they should receive a notice on the device before incurring any roaming charges as the network has checks in place now to prevent accidental charges.
