He could be referring to wireless data. There's been some problems last week but I haven't noticed any issues since Friday. I would try contacting MTS again the support teams can be reached by phone 24 hours a day at 204-225-5687 or online at mts.ca/contactus
The issue is too layered to cover without more details. For example we do not know if it is wired or wireless, urban or rural, etc. The issue being intermittent though strongly suggests they need to contact technical support.
