online bill pay not working

I am trying to pay my online bill but everytime I click from my email it takes me back to the register your online bill page which I have already done.  I even tried to download the app and do it from there but it won't let me log in because it says I must first accept the terms and conditions.  I assume this is the reason I can not log on my computer as well, but I cannot find where I am to go to accept these terms and conditions.
