Can someone confirm for me that when you do not have a data plan, you need to turn on cellular data on your device to send and receive MMS messages and that you will not be charged for data because you have agreed to opt out of data.

Hi Kevin,
Assuming that you have a plan that includes MMS then yes, you must have data enabled on the device for MMS to work and the actual data usage itself is blocked on the network side.  This can sometimes be a little tricky to get working as MMS APN's sometimes need to be updated to work around the lack of data plan but it does certainly work and I haven't encountered anyone that received charges for data that have a data opt out.  Even if that were to occur you could certainly get those charges removed by our billing department.
