long distance outside of manitoba

if I have a friend who is in Ontario and I am in manitoba, if I call him will he be charged long distance? I'm not with mts

Is your friend with MTS or one of the other providers?  Where is he located?

If he is with MTS and gets a call from Manitoba then yes there will be a LD charge unless he has a long distance plan. I think the cost to upgrade to unlimited LD is around $17 a month

The exception for this is he is in Cottage Country around Lake of the Woods up to Clearwater Bay in Ontario where MTS has coverage and then it would be considered "Manitoba" by the billing system.  He would have to check a MTS coverage map to see if he is in the area if he does not know off hand

Clifford's pretty bang on with this, although Long distance for Canada with MTS on your Cell phone is $15 per month (or some plans come with this already). 

A general rule of thumb with Cell phones is this: You are always local to where you are.
What this means is that for example:
-I have a Winnipeg Cell phone. I travel to Edmonton. I can call any Edmonton number as a local call. However if someone calls me (be it Edmonton or Winnipeg numbers) and I pick it up, then I am charged Long distance.
-If I call my voice mail it is also long distance as I'm calling a Winnipeg number while outside of Winnipeg.
-If you have a long distance plan, then you don't need to worry about that charge and only need to watch your minutes (as airtime is airtime, anytime you use it you are using your minutes.)

For your own example your friend would need to watch where he is, and what calls he is taking/making if he does not have a long distance plan (which we can add and remove for him at anytime as this is a feature). This also depends on whom his provider is, like if he is with MTS and in Ontario, or if he has a Roger's Ontario cell, etc.

he's with mts yes, and he is in lake of the woods. I don't think he has long distance calling on his plan, but is lake of the woods covered by mts and considered manitoba?
I'm with fido so it wouldn't be between mts customers if that makes a difference

click on the link in my first reply and select the type of phone he has 4g hpsa if its a smart phone or CDMA if older.  The map will show the approximate "Manitoba" coverage area of MTS in Lake of the Woods area.
