Just bought an iPhone 6 Plus locked to Bell. As a Bell MTS customer, do I really need to pay to have my phone unlocked?

I don't think that law is in effect till the end of this year.

law in effect in December 2017... however, having a Bell locked phone when it's Bell MTS now should be free in my opinion to be able to use Bell MTS

So it was a complete gong show experience for me. When trying to switch to Bell Mibility from BellMTS, Monility said they could recognize the phone. Had to go to a kiosk and have them input heir in chip for them to admit it was a Mobility phone. So in order to avoid the unlocking phone I switched from BellMTS to Mobility (which is still called BellMTS!). Now, I presumably will still need to pay an unlocking fee to switch from BellMTS to BellMTS!!! Not impressed with how they are treating their customers during the transition!!
