Using cell phone in Jamaica can I call a friend at a different resort also in Jamaica or is there a long distance charge? Also when using resort wifi, will I be charged for anything, eg , Facebook, email, notifications?

Kenneth is right, going into your settings and turning off your cellular data if you have a smartphone will avoid international data roaming charges. You can still connect to the internet using WiFi, and can make and receive phone calls (although that's going to be $3/min for every incoming or outgoing phone call while you're in Jamaica). 

Another option is to put your phone onto Airplane Mode. It will allow you to connect to the internet still using WiFi, however phone calls will not be able to be made or received.
