Is the nexus 6 factory unlocked?

Thinking about getting a Nexus 6 when my contract is up on June 3rd.  Are the ones from MTS Factory unlocked like the ones you get direct from Google?  I like to use my phone when I go to Grand Forks but the MTS US plans are ridiculously expensive.

I believe its locked from what I see on the MTS support page for the Nexus 6. 

MTS charges a $50 fee to unlock all cell phones purchased from them.

I don't think that is correct. The link below indicates that all Canadian carriers are receiving unlocked devices and that they are selling them that way.

While most carrier devices are locked...there are some that are not. From what I understand...most, if not all Blackberry 10 devices are unlocked as well. I have a Rogers BB10 device for work, and i have successfully used it with an MTS SIM. The interesting thing was that the Rogers splash screen on boot up/shutdown changed to an MTS one with the MTS SIM.
