Is the MTS Prepaid LG F4NR when locked compatible with CHATR?

My Dad is consiring going with CHATR, a no frills prepaid MVNO on the Rogers network. Their $25/month unlimited in province calling plan sounds like a good deal. MTS is selling their LG F4NR for $29, the lowest price right now. Can he insert a CHATR SIM card into the LG F4NR and will it work without unlocking? I previously read that for MTS's 2G/HSPA network it is a MVNO on the Roger's network like Cityfone, Petro Canada Mobility, Speekout Wireless and CHATR.

It's not quite that simple.  A rogers locked phone should in theory work with either Fido or Chatr...since they are all owned by Rogers.  The other networks you listed, while MVNO's using the Rogers network, are not actually owned by Rogers.  Therefor, you may require one of their phones, or an unlocked phone in order to use any of those operators.  

With that in mind...even though MTS and Rogers share a network in MB, they are each seperate providers.  An MTS locked phone will not, in most circumstances, work with a Rogers SIM...and Vice Versa.  There are some exceptions though.  I have experience with certain Rogers locked Blackberry 10 devices working with an MTS sim.  Oddly enough...the Splash screen on those will switch between Rogers and MTS, depending on which provider's SIM is loaded.

If you are going to unlock the LG F4NR you will need to have a prepaid balance of $50 which covers the cost of the unlock code.

The unlock price and the retail price from MTS bring the cost to more than what CHATR is charging  $50 + 29 =$79  vs $60
