I was billed an activation fee but my line was already activated.

I did a hardware upgrade and bought a new S5 from Superstore and was billed a $40 activation fee but I have a problem with that. The line was already activated because they used the same SIM card and I have spoken to customer service and they were no help. Spoke with a supervisor also and he wasn't able to provide an explanation other than "it's in the contract" which I found extremely rude and unhelpful.
