For high-speed internet, how slow is too slow?

I have the Lightning 25 internet plan, and my internet speed has seemed kind of sluggish over the last few months, so for the past couple of weeks I've been tracking my connection using speedtest.net. I typically do this in the morning, evening and at night, and am finding that my speed is consistently around 9.5-10 Mbps (though my upload speed is almost always right around the 2 Mbps that's advertised).

I realize that all the download speeds advertised are an Up to situation, but my average connection rarely even gets up to 50% of my plan's max speed. While running the tests, I'm not doing any streaming/downloading/using any other device that might impact the test results, so I'm not sure where to go from here. Is this an issue that can be solved through a call to technical support, or is this just the reality of some connections in certain areas of the city (for me, Osborne Village)? Would I be better off switching to the Lightning 10 plan to receive the same speeds that I'm getting now and save a few bucks?

You should definitely call into tech support and have them assist in the investigation.
