DVR live or recorded tv, DLNA and USB freezing then playing

I have 2 PVRs (one for each tv) and a new modem that was installed (by MTS) for the super high speed internet recently. One of the reasons we got the new modem is to hopefully resolve freezing issues. The modem (PACE 5168N) is downstairs with one tv. We don't seem to have much problem with that tv, however we hardly use it and then never for DLNA.)

BTW when we got the new modem, we were told that our PVR boxes were up to date (Upstairs box is VIP1200 and downstairs VIP1216).

On our upstairs tv we also have a DLNA setup (ie a hardwired computer where I store files and a blue ray player plugged into my upstairs tv). We thought the new modem would resolve the freezing issues, and it seemed to for awhile, but lately we have been experiencing even worse freezing on the upstairs tv as follows:

It randomly freezes while watching the blu ray (BOTH USB and DLNA), and also when watching the PVR recordings and PVR live TV. This happens roughly every 15 minutes. 

BTW when I say 'freezing', I mean whatever we are watching freezes for 3 - 5 seconds, then starts up again but seems to jump ahead slightly. I have to pause and rewind a few seconds so we can watch the piece we missed.

Bizarre, right?  Any ideas?

Hi Shelley,

Just a quick point of clarification, then I would like to confirm a few things with you about your setup.

The 1216 is a PVR, the 1200 is a non-PVR, but it can access the the PVR to watch back programs.

Where is your DLNA Computer plugged into the network?  Do you have a Switch upstairs?  If so,  is both the 1200 STB and DLNA computer plugged into the same switch?

You don't happen to have an Apply TV plugged in to the same switch as the set-top box?

Can you confirm your comment that if you are watching content from your DLNA computer on a TV, playback of a PVR program on the 1200 set-top box stutters.  And it also happens on live playback of TV on the 1200 as well.
