can MTS limit 3rd party router speed?

I have been using airport extreme for almost 6 month without any problem. Either wired or wireless, I have got full 20~25Mbps as

My internet service plan is.

maybe a month ago I noticed my internet speed is little slower than usual, so I did speed test by ookla. and It was 7~10Mbps. (both 

wired and wifi). my modem wifi was off (just wifi off not bridge mode) and Lan1 connect to AE wan with CAT5e cable.

 

and here are what I tried

 

turn off wifi on AE and connect my macbook air with cable to AE - no luck.

soft reset, hard reset and factory reset on both AE and modem -no luck

turn off all my devices and connect one by one - no luck

put the modem into bridge mode and use AE  DHCP and NAT mode - no luck

changed to modem Lan port2,3,4 - no luck

changed cable - no luck

plug out cable from AE and plug into my macbook air - full speed

turn on the wifi on modem and connect - full speed

so it looks like there is no problem with pace 5168n since I can have enough speed with direct connection to it.

at least that's what I thought... but, I brought my AE to my friend's house who with shaw internet service and 

guess what? My AE has no problem with them at all


I have been searching to solve this problem for a month,
but now I can't help but just blame MTS...
is there anything I should try?

Can you access the speed/duplex settings in the RG as well?  If so, try hard setting both devices to the same setting and see what happens.

no I am not. there is no way you can set MTU on Airport Extreme... I wish I can...

I was trying to find it but I don't see any option for it.

Wait a sec...what version of the Airport utility are you running?  I just did a google search and found out that v6 removed the functionality to change the speed/duplex settings on the WAN port.  

Is it possible that you were chaging the setting on the LAN ports of the AE instead...which could be why there was no difference.

You're right, the Latest version dosn't allow me to change duplex setting. So I had to use bootcamp mode and download old version fo windows.... even old version can't change LAN port setting

So we have confirmed the AE works, the RG directly to a computer is working properly however a computer to the AE to the RG has issues.

This is definitely getting into the side of problems where you are more on your own than supported by MTS. That is was working for about five months and stopped working about a month ago suggests it could be a firmware update on the RG causing issues but that is just a guess.

It isn't specific to the AE either, all customer owner equipment is out of the scope of not just MTS but most providers. They will often put a "best effort" to help you out but if the service passes their quality measurements with their trusted equipment and configuration that is good enough.

You may want to contact Apple directly to see if they have advice on the configuration of the AE which could help you out.

forgot to mention about it. I already have on the phone with apple tech for an hour and they couldn't figure out. Tech suggested me bring AE to genius bar to them take a look, but they just replaced it... and the new (refurbished) one has same issue.
that's why I brought it to my friend's house to test.

just little update, I brought AE to my another friend's house who has MTS internet plan same as mine. He has the same modem, but my AE works great with his modem. I have checked all the settings and nothing different. only the thing is under the Traffic StatisticsI have receiving error. 


does anyone know what is the problem?body{zoom:140%!important;}
