Currently in Canada the CRTC has regulations that the minimum broadband (high speed) plan is 5 Mbps down and 1 Mbps up. The FCC (aka US CRTC) set their standard at 25 Mbps/3 Mbps last year. Currently the CRTC is reviewing broadband internet service in Canada much like it did with wireless (no more 3 year contracts) and cable (aka Skinny Cable). I would encourage everyone to take to Twitter and let @CRTCEng know your thoughts on #TalkBroadband . They also plan to also have a special section looking at service in rural Canada which seems to be a hot button issue around here.
